Biology question about genetics?

A gardener crossed an early blooming pea with a late blooming pea. All of the offspring flowered in mid-season. He later crossed two of the mid-season bloomers and the resulting offspring exhibited a ration of 1 early bloomer: 2 mid-season bloomers: 1 late bloomer. Is this evidence of incomplete dominance?
