Do you have teachers who won't punish misbehaving students?

Do you have teachers who won't punish misbehaving students? When I was a substitute, there were many cles that were filled with students who would not follow the clroom rules and made my job a million times harder. Any idea why? Only thing I could figure was that the teachers let them get away with disrespectful behavior all the time.
