Is this LEGAL!!!!!!!!!!!!!!!!!!!!!!!!!…

I live in a 2bd 2bth apartment which has has 3 floors (i am on the bottom floor) and it has been built within the last 10 years. Anyway in the guest bathroom, there is a small pipe stubbed out above and next to the shower head, which drips water when the AC is on. I looked in the pipe and there is all kinds of nasty stuff growing in it and when the water drips it runs down the drywall which is making the paint bubble and i am sure going to if not already cause mold to grow. I am curious to know if this is a legal proceedure in residential construction. I have been in the commerical construction industry for about 6 years and have never seen something like this on anything i have built. Please help, i am just a little worried my family is going to be exposed to some nasty things here soon. Also my landlord said they dont know if its supposed to be that way or not and suggest we hire an AC company to take a look, which i dont believe should be my responsibility.
